Clear Heads
The article describes the five-year federal initiative aimed at managing congestion through the Integrated Corridor Management (ICM) initiative. The initiative aims to manage transportation corridors as systems rather than a variety of individual arterials, freeways, and transit networks. Objectives include providing institutional guidance, operational capabilities, and Intelligent Transportation Systems (ITS) technology. Currently there are eight pioneer sites where the first phase of the project concluded in June 2006. They are Seattle, Washington; Oakland and San Diego, California; Houston, San Antonio, and Dallas, Texas; Minneapolis, Minnesota; and Montgomery County in Maryland. Several sites along with the partnerships they have established to accomplish their goals are described in detail. In addition, the remaining three phases of the initiative are outlined.
