Transport appraisal in other countries - lessons for the NATA refresh
The purpose of this study was to assess whether the key HEATCO project findings are correctly summarised, including the valuation of local and regional air pollution, development of rail appraisal guidance and the standard values for rail franchise operating costs, extension of the NATA (new approach to appraisal) framework to cover aviation and maritime appraisal, use of Monte Carlo techniques and sensitivity testing in assessing optimismbias, and value of time meta analysis. How transport appraisal results are used to inform decision making in different countries is examined in relation to results of studies in Denmark and other studies by PIARC, CfIT (international high speed rail comparisons), OEI (Netherlands) and RAILPAG (Railway Project Appraisal Guidelines) published by European Commission andEuropean Investment Bank. The lessons that can be learned from these studies for incorporation into the NATA consultation document are outlined.
