Determining the Effectiveness of HOV Lanes
This report describes the findings of a two-year investigation studying the effectiveness of high occupancy vehicle (HOV) lanes in California. The investigation involved a comprehensive literature review, a detailed examination of historical and current field data, the updating of air quality models, and the modeling of alternative design and operating options in Northern and Southern California. The primary objectives of the study were to evaluate freeways having on-freeway HOV lanes in terms of vehicle-travel, person-travel, occupancy distribution, shape and duration of the peak period, congestion patterns, and air quality both in the HOV lane and the adjacent mixed-flow lanes.
