Tackling Enforcement and Collection in Today’s Tolling Environment
The barrier-free, open road tolling made possible by electronic toll roads is vulnerable to toll evasion. This paper discusses the problem of toll evasion and describes some potential ways that effective enforcement and collection systems can be put into place. Positive public relations, user-friendly account maintenance, effective signage, and visible highway patrols can serve as toll violation deterrents. An effective enforcement program comprises several key elements: patron/violator identification, violation enforcement systems, timely and effective notification, highway patrols and additional collection options. California's toll-violation laws, in which toll agencies retain collection control and there is a system of escalating penalties for toll violations, are offered as a model of effective enforcement.
