TCI and Railroads: Forces for Change at Work
The Children's Investment Fund (TCI) wants to have railroads that attract more customers, provide better service, and are safer than they are at present, thereby earning higher returns. TCI is committed to doing its part in achieving this objective, and asks others for equal commitment. TCI asks for change to be embraced by rail management, and, rather than looking backward, looks forward. As TCI tries to affect change to push for a better and safer working environment, better service/value, and more constructive relations, it asks for the patience of shippers and labor. TCI asks regulators to provide a stable, fair and transparent regulatory framework reflecting economic reality and cheaper and faster replacement cost-based rate case process. Finally, TCI requests that lawmakers allow change forces to run their course in order to address many of the concerns known to be in existence, and to consider all proposed legislation consequences. Consequences are real, unintended or not.
