Dynamic Messaging: A Guidance Document Providing Advisory Information on Low-visibility Warning Systems Based on Research and Analysis of Deployed Systems

Low visibility conditions caused by dense fog, rain, blowing snow, and blowing dust, for example, can often be the cause of traffic accidents. Low visibility warning systems have been know to help drivers avoid these accidents. This study discusses how to determine whether or not a particular low visibility warning system is effective. It looks at four criteria: (1) location (site) of warning system; (2) detection methods used by the warning system; (3) procedures and strategies used to advise or warn motorists; (4) Equipment and technology utilized to communicate warnings to drivers. The goal of the study is to provide background information and recommendations, based on the four aforementioned criteria, on a variety of low visibility warning systems.
