England's Highways Agency has undergone organizational changes and is stepping up new efforts to better coordinate efforts among incident responders and transportation system network managers to decrease the amount of congestion caused by incidents and prevent more incidents from happening. New technology, if deployed in the field, can help speed clearance of incidents. The Highways Agency is funding GPS-enabled units for police officers investigating accidents in order to cut the time for investigations. A trial program has resulted in distribution of special mirrors for foreign trucks to help them navigate the left-side roads of England and reduce the large number of side-swipe accidents. The mirrors cost less than $2, but are gaining wide acceptance. The agency is also looking at other technologies for detection, such as cameras, that could speed the time in which an accident is detected, reported and responded to.
