Integration of Local Agency Pavement Management System Data to Prioritize Regional Road Project Selection

The Regional Transportation Commission (RTC) of Washoe County Nevada is a Metropolitan Planning Organization (MPO) whose area of influence includes the local agencies of Reno, NV, Sparks, NV and the southern portion of Washoe County, NV. The RTC was created to address regional transportation and planning needs and one of the RTC’s major roles is to administer taxes and fees that are used to construct, reconstruct, rehabilitate, and provide preventive maintenance on the regional road network. The regional road network is made up of arterials and collectors within the local jurisdictions which have an average daily traffic (ADT) level greater than 5,000 vehicles per day. The RTC does not own or operate any of these roadways but does provide for the design and construction as well as preventive maintenance of projects on these roadways through its Street and Highways Division. In 2002, a funding shortfall for future transportation needs was identified and the subsequent passage of fuel tax and sales tax increases to meet those needs led to a push to develop a process for selecting and prioritizing road projects that was blind to jurisdiction and provided the most cost effective benefit in improving the overall regional road network. The process that emerged is based on the pavement management system (PMS) data provided to the RTC by each of the local entities. This paper summarizes the program development, details the prioritization and project selection processes, identifies lessons learned, and summarizes the benefits of the program.
