Regional Policy Issues Regarding Rail Shortlines
This paper presents some of the results of the first phase of the ?Shortlines? research project (Predit/Ademe, France). The paper is organized in two parts. In the first part, the notion of "shortlines" in a European context is analyzed. In the second part, regional policies led on freight rail transport are discussed. The paper is focused on the French case, with some comparisons with the German situation. As a general conclusion, the paper will observe that, confronted with a decreasing number of regional freight rail services, local governments fear an increase of truck traffic and environmental damages. However, these governments, today, appear to be less involved in, and more reluctant to, the actual promotion of freight rail activities than they were a few years ago. The current conditions for shortlines operation in Europe, and especially in France, may explain this position quite rationally.
