LEFT TURN ON RED SIGNAL; FINAL REPORT

Report was prepared for the Traffic Authority of New South Wales. It includes a comprehensive reveiw of literature from the United States, and assessment of applicability to Australia, pilot surveys to indicate potential benefits and the preparation of guidelines for site selection. The report concludes that "left turn on red signal" could be introduced in New South Wales as a "generally prohibited (sign permitted)" rule. The benefits of this rule exceed the costs and the use of strict selection criteria in the implementation year will ensure that accidents will not increase. Adoption of the rule and its implementation for at least 10 locations on an experimental basis is recommended. Before and after studies of travel times, delays and accident conflicts should be undertaken at each location so that conclusive evidence can be obtained on this rule. The warrants for left turn on red should be reviewed after the experiment, and if it proceeds, at regular intervals thereafter. Other states and territories should be encouraged to participate in similar experimental research. /TRRL/
