A climate sinner struggles into the fold
The fourth assessment report of the UN Intergovernmental Panel on Climate Change (IPCC) was published earlier this year. It linked global warming with human activities. In the USA it has been proposed that action should be taken to tackle climate change and some individual states have proposed relevant measures, however, this is difficult as different states currently have different regulations relating to environmental issues. It has been proposed that an emissions trading system is set up relating to carbon emissions. This would involve individual firms being permitted to emit a specified quantity of greenhouse gases over a period of time. Firms emitting less than their permitted quantity would be able to sell the remainder to firms emitting more than their permitted quantity. Such schemes should be focused on those firms with the highest emissions. This leaves some sections of the economy unchallenged. The EU emissions trading scheme (EUETS) is the most comprehensive scheme in the world. Rising prices and emission regulations should encourage an increase in the use of fuel efficient and low emission vehicles.
