METHOD FOR GPS-BASED MEASUREMENTS OF CHANGED TRAVEL TIMES DURING THE STOCKHOLM TRIAL ON CONGESTION CHARGING
Measurements made by 50 GPS-based floating cars are used to give important input to the extensive evaluation being made of the Stockholm trial with congestion charging. To reduce the risks of the project and to counter resource constraints, off the shelf, open source and freeware components have been used. The terms check point, trip and monitored route have been defined and computed in order to compute the changes in average velocities and travel times before and after the introduction of the Stockholm congestion charging scheme.
