TRANSPORTATION DECISION-MAKING: A REVIEW OF CANADIAN EXPERIENCE
This paper reviews the evaluation techniques and procedures used in a sample of approximately 30 transportation studies conducted recently in Canada. A summary of the characteristics of these studies and the evaluation procedures is provided in terms of type of study, location and date, subject area, time horizon, study group, evaluation method, types of alternatives tested, types and incidence of impacts identified evaluation techniques used, and evaluation participants. A simple evaluation structure is considered and a number of recommendations are proposed. The recommendations deal with the choice of measures of effectiveness, the use and development of standards, environmental and energy-consumption concerns social equity issues, the difficulty of incorporating operational and pricing alternatives, the choice of appropriate evaluation techniques, programming alternatives over time, the role of public participation and the problems of translating technical evaluation results to the political decision-makers. /TRRL/
