Renovating and Designing for Cross-Disability Access

Over the past fifteen years, the Commonwealth of Massachusetts has taken a transport system that dates back to the 1890's and renovated it to become one of the most accessible multi-modal transport systems in the world. System components included accessible fixed-route bus, intercity coach, heavy subway, commuter rail, and intercity rail services. Extensive paratransit service and limited accessible taxi service are also available and design work has begun to make Boston's commuter boat and 100-year old light rail system accessible. This paper will provide an introduction to accessible services in Massachusetts. It will discuss the concepts of cross-disability access and universal design. It will include a description of guidelines developed by the Massachusetts Bay Transportation Authority to facilitate access for all persons, including individuals with sensory impairments and hidden disabilities. It will discuss consumer involvement in the design and implementation of accessible services and the development of sensitivity training programs for transit personnel. Finally, it will outline future directions that consumers and service providers are taking in our efforts to make public transit in Massachusetts accessible to all people.
