Theoretical validation of Surrogate Safety Assessment Methodology for roundabouts and cross intersections

The safety of intersections and ITS features is measured primarily by the frequency and severity of crashes that occur in and near the facility. This method of performance measurement can only occur after the treatment or design is deployed. However, New and novel intersection designs and ITS systems cannot be measured for their safety before they are deployed since no crash history record exists. This FHWA effort developed surrogate measures of safety based on analysis of traffic conflicts. By using these surrogate measures of safety, ITS systems and intersection designs can be tested in simulation models and assessed for safety impacts. This paper presents a summary of the results of validation studies and presents specific results for a comparison case with AIMSUN for roundabouts and cross intersections to compare the performance of the measures in comparative "before and after" type studies.
