A Changing Mix of Modes
There is a great need to make the existing system of passenger transport physically and psychologically accessible. However, in its present form the system is of marginal relevance to the average person with a mobility handicap. Indeed, in the U.K. the existing system is of marginal relevance to the non mobility handicapped traveller who uses a car for approximately 40% of his/her journeys and walks for approximately another 40%. New modes need to be developed to serve the journey requirements of the mobility handicapped population and to address the increasing amount of journeys made on public transport by the non mobility handicapped. The nature of travel needs and demand is dynamic. The solution to the problem should be equally dynamic and seen as a perpetual exercise in passenger logistics to derive the most cost effective mix of modes.
