Appropriate Transport Planning Techniques for Developing Countries
The purpose of this paper is to identify appropriate transport planning techniques for developing countries. Throughout this paper, planning techniques are understood as the set of models (explicit or otherwise) and practices used in the planning process. Both models and practices are being transferred from developed to less developed countries (LDCs) but because of the author’s background, greater emphasis will be given to the appropriateness of analytical planning tools. Although there are several modeling applications to inter-urban transport problems this type of technique is more often associated to large urban areas. Section 2 of the paper introduces and defines the concept of appropriate planning techniques as the set of tools fully adapted to the conditions prevailing in LDC’s. Section 3 briefly discusses some of the relevant characteristics of the transport problems in those countries and section 4 established some pointers for more appropriate planning tools. In order to make a positive contribution, section 5 explores the area of simplified transport models as a suitable base for developing new modeling approaches. Sections 7 and 8 describe in greater detail the possible contribution of gaming simulation and traffic count based models. Finally, section 9 discusses the way in which regional centers for transport research could contribute to the development of new approaches and summarizes the conclusions of the paper.
