Transport Planning and Rural-Urban Development – A Systems Analyst Approach

This paper describes how the development of agricultural regions or micro-regions proves to be of growing interest to Latin American countries. It is also of particular interest to different advisory and financial international organizations. Various partial contributions on the subject and solutions to specific problems constitute the literature on the projects. Nevertheless, there is no central core of ideas that opens the way to an appropriate legislation of such partial contributions. Rational or Space Economy, as it is presently called, provides concepts that requir adaptation efforts in order to produce schemes that allow for a clear comprehensive understanding of the rural-urban ordering in regions or micro-regions, of the rural areas-urban center relations, of urban centers between them. That is the reason why this paper offers an analytical scheme that diverts from the conventional ones known in regional or space economy that resort to principles and methods belonging to Systems Analysis. There is an implicit consideration of a rural-urban system that consists of three subsystems: (1) agriculture subsystems; (2) urban centers subsystem; and (3) transport subsystem. A model to establish and quantify the results obtained from modifying a present situation has been used for the analytical structure.
