The European Maritime Policy
The impact of the European Economic Community (E.E.C.) over the maritime policies of Europe is increasing. According to the Treaty of Rome the Council of Ministers is in charge of this policy. Various measures have been suggested by the bodies of the E.E.C., the Council, the Commission, the Parliament, the European Assembly, the Economic and Social Council, and the Court of Justice. The policy of each member country is under the pressure of these proposals during a period where these fleets are suffering a deep depression. The present state of European fleets must be kept in mind before one can study the policies of some European countries and the position of the E.E.C. This paper will present the main features of two models: (1) the liberal shipping policy of the United Kingdom and (2) the interventionist polices such of Western Germany, Italy and France.
