Car Captivity and the New Metro Service in Greater Cairo

This paper introduces some policies and measures that can encourage car owners in Greater Cairo (GC) to use the metro. However, before doing so the paper starts with a brief outline of the general travel statistics in GC, followed by an analysis of mode captivities of the capital dwellers that may also apply to other metropolitan areas in the developing countries. The need to free car owners from mode captivity is then discussed and, after giving a brief discussion of the GC metro project the paper outlines the results of a home interview with car owners in the suburb of Maadi, which will be directly connected to the city center by the regional metro line in order to investigate the likelihood of this category of travelers to use the metro instead of the private automobile. Analysis of the main results of this interview will help to also shed some light on the recommended policies and measures that can encourage the car owner to use the metro. It is hoped that the concerned authorities in GC and in other third world countries major cities can benefit from such recommendations in order to make full use of the heavy investment transport facilities they have decided to construct or are in the process of doing so, bearing in mind existing economic constraints.
