Steel Liners in Large Diameter Prestressed Concrete Cylinder Pipe: Calleguas Municipal Water District’s 2005 Failure, Repair, Evaluation, and Reinforcement

The Calleguas Municipal Water District (Calleguas) is a water wholesaling agency that provides water to over 500,000 customers in Ventura County, California. Calleguas owns and operates approximately 209 km (130 miles) of pipelines ranging from 0.61 meter (24 inches) to 1.98 meter (78 inches) in diameter. Approximately 40 km (25 miles) of these pipelines, including the only two pipelines that convey imported water to Ventura County, are pre-stressed concrete cylinder pipe (PCCP). The District’s primary PCCP, the 1.98 meter (78 inch) Calleguas Conduit North Branch (CCNB), was constructed in 1977. Eddy current inspection identified several locations with multiple prestressing wire breaks and collapsible steel liners with a longitudinal seam were installed in these areas in 2000. In subsequent years, Calleguas installed steel liners of similar design throughout the system for a total length of 1,000 linear meters (3,300 linear feet). In March 2005, the CCNB failed, resulting in a leak visible at the street surface. The steel liner had failed along the longitudinal seam for approximately 42.7 linear meters (140 linear feet). Calleguas immediately undertook emergency pipe liner repairs to restore water delivery. Once service was restored, Calleguas began a more detailed evaluation of the causes of the failure in order to develop an approach for reinforcement of other steel liner segments throughout the system. The reinforcement program is being implemented in winter 2005-2006. This paper describes the following: (1) Background of the failed pipeline, including original pipeline construction, eddy current inspection, liner installation, and subsequent visual inspection; (2) Mode of failure for the steel liners; (3) Emergency repair approach; (4) Results of the finite element analysis for the original constructed condition, repair, and potential reinforcement approaches; (5) Reinforcement method for all steel liners to be implemented in liners throughout the system.
