The dream ticket
The UK Government has published its High-Level Output Specification (HLOS) and Statement of Funds Available (SoFA) on the development of the railways over the next five years. The three big projects are Thameslink, Birmingham New Street and Reading station. The transport minister, Ruth Kelly, has said that the government wants the railway to cope with a doubling of capacity, be safer, more efficient and reliable, have a reduced carbon footprint and attract a more 'diverse, affluent and demanding' customer. The £10bn pledged in SoFA is £5bn less than in the previous funding round, but the amount coming back to the railway from fares will increase. There are concerns that increases in capacity could be too little too late. The European Rail Traffic Management System signalling will increase capacity.
