Environmentally Preferable Procurement: Greening U.S. State Government Fleets
The Energy Policy Acts (EPActs) of 1992 and 2005 mandate that federal and state governments purchase increasing percentages of alternative fuel vehicles (AFVs) for their fleets. This paper discusses how state government fleets are complying with the federal "green" fleet guidelines. AFV technologies, advanced technology designs, and alternative fuels are reviewed, followed by a discussion of the EPAct mandates and other policy incentives for state fleets. Requirements of the recently passed EPAct of 2005 and how its provisions may affect the continued greening of state fleets are specifically discussed. Findings of a survey of state fleet managers regarding their compliance obligations also are summarized. The authors conclude that the current environment seems supportive of additional green fleet activity and that fleet managers are increasingly accepting of environmentally preferable purchasing. The 2005 EPAct, which allows state fleets to use hybrid vehicle purchases as a petroleum reduction strategy, provides state governments with a new option for AFV vehicles.
