Invest-Grade Surveys
A workshop examined the challenges and opportunities that investment-grade studies bring to travel survey design, implementation, and analysis. Investment-grade studies provide traffic and revenue forecasts, which are characterizes by the level of their accuracy, reliability, and credibility, for toll facilities and new transport services. An investment grade study is the last evaluation to be conducted for a toll facility project before going to the bond market, to raise capital for the construction and implementation of the project. Toll authorities issuing bonds can (and have) suffered significant economic damage if the traffic and revenue estimated does not materialize. This summary of critical issues relating to investment-grade surveys is based primarily on the contents of the workshop resource and offered papers and the discussion among the workshop participants.
