Profiling and the Insider Threat: International Perspectives
As more news reports have surfaced that examine passenger profiling and insider threats posed by airport employees, this side bar article explores how the international community respond to terrorist attacks at airports. The article compares security compliance at international airports to U.S. airports. Also noted is the practicality found at European airports, in particular, regarding security procedures. In once of those procedures – profiling -- behavior pattern recognition is combined with intelligence data analysis and computerized passenger screening data to create an active strategy that identifies potential terrorist threats. Regarding terrorist threats from employees, differences in screening procedures between the U.S. and international airports have been noted due to airport design. As most employees of European airports commute to work via public transit versus private automobiles, the need to maintain large parking lots and multiple employee entrances is substantially reduced. The result makes for an easier screening process since most airport employees enter airports from a more centralized location. The article also discusses a report from the Government Accountability Office (GAO) about a recent Transportation Security Administration (TSA) audit of security practices by foreign airlines operating in the U.S. The GAO report shows that the TSA audit lacked internal controls to guarantee that foreign air carriers have properly addressed security deficiencies.
