Stepping in the right direction

The success of local transport plans in improving integrated transport in the UK was evaluated in a study commissioned by the Department for Transport, the 'Long-term process and impact evaluation of the local transport plan study', led by Atkins. The research showed that the LTP process had been strongly supported by local authorities and that local authority expenditure on transport had risen sharply since 2000. LTP programmes had secured positive outcomes in areas such as road safety, highway condition and rural accessibility. Evidence suggested that the LTP process represented good value for money. Issues that still needed to be addressed included the poor exploitation of funding available to local authorities, problems with securing corporate support for transport investment, concerns over the level of future capital and revenue funding. There were also difficulties associated with effective community and stakeholder engagement. Better performing authorities were those with effective consultation and partnership processes. There is confidence that the LTP2 (2006-2011) delivery programmes and targets are realistic. A lack of clarity on the status of transport asset management plans and their relationships with LTPs has been identified. The future role and function of local transport planning needs to be more firmly defined.
