Maintenance and Rehabilitation Treatment Life for Use in Life Cycle Cost Analysis
Life Cycle Cost Analysis (LCCA) is a mandated requirement of the United States Federal Highway Administration (FHWA) for pavement projects greater than $15M dollars. Recognizing the variability in pavement performance data and a lack of information in treatment life, the FHWA recommended a probabilistic approach, using Monte Carlo simulation, for the development of life cycle costs. In developing pavement alternatives, most agencies have assumed that rehabilitation treatments provide the same duration in the second application as they do in the first. Given the fact that treatments are applied on top of deteriorated pavements, this assumption is intuitively incorrect, but the data until now has not been available to confirm this. This paper presents the results of an analysis on maintenance and rehabilitation treatment life using the City of Edmonton pavement database. The database contains inventory, performance, and maintenance activity data for twelve years and provided a robust case for developing maintenance and rehabilitation treatment life by pavement type and functional classification.
