A rough guide to individual carbon trading - the ideas, the issues and the next steps
This briefing describes the different types of individual carbon trading schemes that have been proposed: Tradable Energy Quotas (TEQs); Domestic Tradable Quotas (DTQs) and Personal Carbon Rations or Allowances (PCAs). Some of the differences and 'disputes' between them are discussed. The technical, economic, social and political issues arising from the schemes are examined in order to identify gaps in knowledge. This is compared with other approaches to carbon trading (voluntary schemes, upstream trading and offsetting). The ways in which an individual carbon trading might interact with other anticipated policy instruments, e.g. the EU emission trading scheme, are considered. A road map for a UK system of individual carbon trading was drawn up to identify the issues that need to be addressed in further studies.
