Business case guidance for the road pricing element of the TIF package

Local road pricing schemes have been shown to have potential for reducing congestion significantly and the Eddington Transport Study backed congestion-targeted road pricing on a national level in the UK. The Government believes that road pricing offers the best potential for managing demand for road space and has created the Transport Innovation Fund (TIF) to support innovative local transport packages, local mechanisms that raise new funding for transport schemes and schemes that are beneficial to national productivity. This guidance aims to help local authorities in England develop the road pricing element of the TIF package. The guidance sets out the legislative and regulatory framework governing road pricing and the use of revenues and setting prices. The guidance also covers scheme operation and system design.
