The greenhouse gases sub-objective

The UK government is committed to reducing emissions of greenhouse gases that are responsible for climate change. The calculation of carbon dioxide emissions during the planning or road and rail schemes is discussed. These are considered in terms of the change in the equivalent tonnes of carbon released as a result of implementing a transport scheme. It is assumed that all carbon present in the fuel will be released as carbon dioxide. The processes used in the COBA and TUBA cost appraisal programmes to produce estimates of carbon emissions by estimating changes in fuel consumption are outlined. Tables are presented showing the estimated grammes of carbon released from burning a litre of fuel, including biodiesel, for the years 2005-2020. The method for valuing the social cost of carbon emissions is described. The calculation of carbon dioxide using the TAG (Transport Analysis Guidance) global emissions excel spreadsheet is outlined. Advice is given on the links between TAG's treatment of the Greenhouse Gases sub-objective and the advice given in Volume 11 of the Design Manual for Roads and Bridges.
