Addressing rural issues in local transport plans

The UK Commission for Rural Communities (CRC) conducted an evaluation of the second round provisional Local Transport Plans, with assistance from TRL Ltd. This was achieved by selecting a sample of 20 local authorities with a variety of rural characteristics. The purpose of the review was to determine whether rural transport issues had received adequate consideration. It was shown that the majority of plans made little reference to rural issues in their objectives. Most authorities presented generic objectives that covered both urban and rural issues. Proposed spending in rural areas was not identified. The authorities were providing a robust rural evidence base for their plans. Areas less adequately dealt with included the definition of rural areas, rural targets / monitoring, and managing rural traffic. Only the final local transport plans saw the introduction of accessibility strategies. The main recommendations of the study concerned funding for rural transport, guidance on rural issues for those preparing local transport plans, better regional planning, communication between public service delivery agencies, and rural accessibility planning.
