Public Works Service Arrangements in the 21st Century. The Multiple-Sector Partnership as an Alternative to Privatization
In an era in which infrastructure needs are increasing while public resources for infrastructure have decreased, debate has arisen on how to best provide quality services with limited resources. The authors of this paper argue that traditional definitions of "privatization" and "public-private partnerships" limit thinking about the options available to infrastructure policy makers. A broader definition of potential arrangements that better captures the nature of the relationships between the public, private, and nonprofit sectors will lead to a more productive conversation about how best to meet infrastructure needs. This article also serves as an introduction to other papers that are included in this journal issue from a recent symposium on public works service arrangements.
