Long Term Effects of Rail Abandonment in Arkansas

This study will analyze state and federal railroad policy and assess the economic impact of rail abandonments which have taken place in Arkansas between 1980 and 1985. Companies who were listed in abandonment applications as “Significant Rail Users” will be surveyed to determine their status after having lost rail service. Companies located along existing rail lines will also be surveyed in order to compare the performance of these companies with those companies that have lost rail service. Follow-up visits to non-respondents will be necessary to determine whether these companies are still in business, and if not, if the reason for closing was related to the loss of rail service. Objectives of the research include (1) determining the impact on employment and economic conditions within counties, communities, and individual companies; (2) state and federal railroad abandonment polices; (3) determining whether motor carriers can provide adequate service in the absence of railroad transportation, and, if so, what highway damage occurs as a result of the diversion of freight movement off the rail lines.
