Toward New Horizons. Trends in Transportation and Trade—Moving the Northern Great Plains Region to a Stronger Economic Future

This document describes how the challenge of survival that rural communities, farmers, and ranchers face each day is often characterized as “The Great Plains Issue.” This challenge is tied to the very nature of the Great Plains, and it is a challenge that the people of the plains, the United States Congress and past presidents have all struggled to find ways to meet. As each chapter was being written, Committee members and staff began to identify strategic actions the region could take either in response to or in anticipation of an identified trend. These actions are the core output of the report. They are a series of recommendations that address policy and infrastructure concerns, economic or rural development opportunities, and the need for and benefits of continued regional cooperation. The report contains 66 recommendations for action and twenty of the recommendations have been identified for priority action. The report links key trends that are or will be impacting the region during the next ten years with strategic actions the region can take in order to maximize the opportunities within specific trends. This report provides the Northern Great Plains region with the information it needs to proactively think about its economic future and than take strategic actions for ensuring a healthy economic future. It is a blueprint for action.
