Stakeholder Contributions to Container Port Capacity: A Survey of Port Authorities
Projections indicate that port volume will double in approximately 10 years. This study examines stakeholder involvement in expanding port capacity to meet this projected volume growth. Critical factors of port capacity were identified through a literature review. These factors were then related to the many stakeholders--such as terminal operators, longshore labor, railroads, steamship lines, truckers and government--that influence such factors. North American container port authorities were surveyed to assess their opinions on capacity problems, capacity factors and required stakeholder participation. The resulting analysis indicates frustration with current stakeholder participation, especially that of the federal government and railroads. These results validate the importance of a comprehensive, multi-stakeholder approach to port capacity expansion.
