Strengthening Inland Waterway Transport. Pan-European Co-Operation for Progress

This report of a workshop held on 22-23 September 2005 considers progress since the Rotterdam Pan-European conference in inland waterway transport held in 2001. The papers considered the EU, Rhine, Danube, Russian and Ukrainian waterway markets, the legal framework of European inland navigation, implementing the decisions of the Rotterdam conference, harmonisation of social conditions, charging and pricing for inland waterways, environmental impact of inland shipping and waterway development including German waterways projects, and summary / conclusions of the workshop. The annexes to the report cover: the Rotterdam declaration, the ECMT ministerial document on possible actions to strengthen the role of inland waterways, report on the Rotterdam declaration volunteer group, and statistical approach to inland waterway transport. While progress in the development of a modern and environmentally friendly waterway network has been substantial, there are still missing links and bottlenecks in the Pan-European inland waterway network. There has also been considerable progress in harmonising legislation. Further development of safety norms, improved security and measures against water contamination, air pollution and noise nuisance are considered necessary. Creation of a single Pan-European inland waterway market is considered far from reality. Infrastructure requirements are discussed. The cost of entering the inland navigation market is high and the process of fleet renewal is longer than in other transport sectors. There are difficulties in attracting suitable personnel. It is considered that inland waterway transport policy should be better integrated into overall transport and economic policies at national and international levels.
