Randell Iwasaki: This Man Manages the Day-to-Day Operations of Caltrans, Including an Operating Budget of Over US$12 Billion

This article discusses the role of Randell Iwasaki as the chief deputy director of the California Department of Transportation (Caltrans). Focus is on his role in California’s larger goal, under Governor Arnold Schwarzenegger, of easing that state’s traffic congestion. To provide scope, the author explains that, in addition to a $12 billion operating budget, the state manages 15,000 centerline miles and 50,000 lane miles with over 183 billion vehicle miles of travel (VMT) in 2005. As California has experienced consistent growth, it has had increasing problems with such growth’s associated traffic congestion. The article explains the importance placed on intelligent transportation systems (ITS) by Iwasaki, who believes that increasing road use efficiency is of as great importance as system expansion. Caltrans is also working on improving data collection, the article explains, through the use of a new real-time Performance Measurement System (PeMS). The article also describes Iwasaki’s enthusiasm for Vehicle Infrastructure Integration (VII).
