A Slow Road for BART to San Jose
This article describes the difficulties facing the proposed extension of the Bay Area Rapid Transit (BART) from Fremont to San Jose, a distance of 16.3 miles. Voters would not fund a half-cent sales tax in a 2006 election, and it is unknown how they will vote in 2008 on a similar measure aimed at raising $75 million for the day-to-day operations of the project. The author describes the physical aspects of the extension, the geotechnical studies, and the costs related to owner-procured tunnel boring machines for the project. There is a brief discussion of the pros and cons of owner-operated tunnel boring machinery.
