Commissioning Program at the Maryland Transit Administration
This paper describes how the Maryland Transit Administration (MTA) is in the process of implementing a formal Commissioning Program for its Capital Projects in order to ensure MTA realizes more of the design intent for the associated investment. Most of the capital projects involve the integration of existing systems, facilities, and personnel with new systems, facilities, and processes. Commissioning as a quality assurance process brings additional project management resources to these integration challenges. In addition, the Federal Transit Administration (FTA) adopts the benefits of commissioning and recommends this process adoption by its grantees. Commissioning appears to be a suitable tool for managing the more complex mechanical, electrical, communication, and embedded software projects. MTA, with the help of a consultant specializing in Commissioning, is in the process of creating guidelines that can be used for all pertinent projects and/or customized for specific project requirements. To help develop the guidelines, MTA chose a current project in the close-out stages of constructing mechanical upgrades to a bus garage as the basis for a tutorial on Commissioning. The consultant was tasked with preparing this tutorial presentation on the Commissioning process and to apply the Commissioning process to the chosen bus garage project by reviewing design and construction documents, performing site visits, and meeting with and interviewing personnel from Construction, Operations and Maintenance. The presentation includes a functional acceptance checklist that can be tailored to meet the specific requirements of future projects. Additionally, the Commissioning tutorial included witnessing of functional tests performed by the contractor for the HVAC and vehicle exhaust systems of this particular mechanical upgrade project. MTA hopes that this information will be of benefit to other interested parties who may be contemplating initiating their own Commissioning Program.
