Public Transport System in Greece: Current Situation and Future Challenges
The changes in the structure and size of all urban residential units, the increase in the number and length of trips and passenger car ownership, combined with the general lack of public funds, makes the reform of Public Transport systems more than necessary, in order to achieve higher levels of effectiveness and efficiency. The structure of the Greek Public Transport system, in urban, suburban, and regional levels, is characterized as a closed market where the monopolistic character and privileged treatment of public operators are fully supported by the contemporary legislation. Furthermore, the authority-initiative model derives from complete lack of competitive environment and total absence of the essential conditions that promote the traditional market forces. The procedure of the Public Transport reform in Greece has already been started, but shows a slow rate of progress. The two main features of the current situation in Greece are (1) the diversified regime of the two metropolitan areas of Athens and Thessaloniki compared to the rest of the country and (2) the centralized role of the Greek Ministry of Transport in both regulatory and financing level. The future challenges of public transport reform in Greece are mainly summarized in the achievement of the successful formula that makes use of the acquired knowledge by other Member States on the topic as well as considers at the same time the individual features of the public transport system of Greece.
