Line Bundling – A Scientific Method to Identify Line Sets

This paper describes how, due to the liberation and privatization of the public market transport, authorities and councils see it as their duty to contract out public transport services. The tendering is initiated by the authorities and in general only for such lines and networks with government subsidies. Licenses for lines or partial networks are granted to the operators, who are able to fulfill a predefined level of service with the most cost effective offer. According to the German Passenger Transportation Act the authorities can grant licenses for one or more lines in a bundled form. The bundling of lines in bus transportation to partial networks mostly serves the economic operation and the pooling of bus transport services. The objective is to combine similar transportation services legally in the form of licenses. Line bundling also enables an economic evaluation and comparison of differently laid out partial networks. Generally, line bundling through licenses provides possibilities for a more economic scheduling of vehicles and labor.
