INTERNATIONAL AND NATIONAL APPROACHES TO OIL POLLUTION RESPONSIBILITY: AN EMERGENCY REGIME FOR A GLOBAL PROBLEM

The paper is concerned with the efforts ot fix responsibility for the spillage or discharge of oil at sea or on navigable waters. It discusses the Intergovernmental Maritime Consultative Organization and the 1969 Conventions. Selected national approaches are dealt with. Information is given on USA, Canadian, Norwegian, and British legislation. Proposals for second-generation protection are examined.
