Assessing road lighting performance
For many years, road lighting has been treated as a relatively insignificant portion of the roading infrastructure. This paper describes a new method of road lighting measurement. This system is called HISLAT (High Speed Lighting Assessment Technology), and is used to: accurately and quickly measure the lighting levels and standards compliance; determine the desired optimum level of service for the roads; assist the asset owner with planning the renewal and upgrading; assess the costs of meeting the required level of service; ensure that contractors meet the levels of service for the lighting; and measure against set performance indicators.
