Sum of the Whole

The article discusses low cost, low risk steps that can be taken to make improvements in Urban Traffic Control (UTC). The approach involves incremental installation of wireless systems in mid-block locations for the detection and measurement of traffic flows in real time to complement existing UTC infrastructure. Adaptive control measures are the most promising solution, but they require measurements in real time, which means that new equipment and analysis is needed. By making improvements in small steps, however, major reductions can be achieved. Upgrading traffic-responsive systems to deal with the 20 percent most congested intersections is one example of a small improvement with large impact. Also discussed are changes to fixed time control, and arterials and corridors. Existing applications are also discussed.
