Comparing Apples to Apples: A Risk-informed Approach to Agency-level Budget Planning
The U.S. Coast Guard has recently, as has the Department of Homeland Security, attempted to improve resource allocation and performance management by suggesting that public risk reduction is a sound basis for informing agency budget development. This article describes how the Coast Guard's Office of Mission Analysis, in partnership with ABS Consulting and under the guidance of the office chief for performance management and decision support at Coast Guard HQ, has developed an approach that measures the value of different Coast Guard outcomes using the same measurement tool: public risk reduction.
