ASSESSMENT OF HAZARDS ASSOCIATED WITH HIGHWAY ENGINEERING

The paper aims to prompt a discussion into the whole range of hazards associated with highway engineering in both the constructional and operational phases. A method of categorizing hazards is proposed to facilitate the selection of types of hazard for detailed study. Following an outline of the more common problems, value for money spent to minimize hazards is mentioned, and this leads to an example of decision making under conditions of risk and uncertainty. A section on deliberate damage is also included, perhaps an unusual departure for an engineering paper. The paper concludes by suggesting subjects for future detailed study. /Author/TRRL/
