Breathing Clean Air: Building a Better Understanding of Roadways' Environmental Impact
In this paper, the author looks at the need for having greater awareness for the health effects of vehicle emissions. The author relates that ultimately this awareness will result in demands for increased availability of accurate and detailed emissions data. However, traditional ways of measuring vehicle emissions are proving not to be adequate. The MOBILE model first developed by the Environmental Protection Agency in the late 1970s has significant limitations, particularly in its inability to offer site specific link level emission estimates. MOBILE also is lacking in that its modeling emphasis has been criteria emissions without properly accounting for particulate matter or other airborne toxic materials. The author discusses the need for sophisticated modeling techniques that are used for predicting dispersion levels of pollutants as well as accurately capturing fluid dynamics. He contends that more accurate data will lead to more accurate modeling which in turn will lead to better decision-making.
