Road Safety Enhancement: An Evaluation Overview

This conference paper, from the 2001 meeting of the Institution of Professional Engineers New Zealand (IPENZ) Transportation Group, discusses road-safety enhancement in New Zealand, a country known for a high level of single vehicle run-off-the-road accidents. The author emphasizes the need for a paradigm shift in thinking about road-safety and crashworthiness. The paper includes examples that demonstrate a fundamental understanding of safety subsystem within the road system. The author contends that a robust understanding of the accident process, the injury process, and structural crashworthiness must be acquired in order to reduce the severity of these crashes. The author further argues that funding for mass actions of seal widening and providing 9 meters of recoverable clear zone on existing state highways, rather than a project tied to only one location, may enhance overall road safety. The author reviews the benefits and costs of retrofit programs that were part of an overall economic evaluation incorporated in the 2010 Road Safety Strategy.
