The North Shore Busway Evaluation

This conference paper, from the 2001 meeting of the Institution of Professional Engineers New Zealand (IPENZ) Transportation Group, describes the proposed busway for the North Shore of Auckland, New Zealand, nicknamed the BRT. The BRT is essentially the addition of two new lanes to the east of the existing highway in Auckland from Albany to the Auckland Harbor Bridge. The BRT is designed to enable a limited number of high occupancy vehicles use these lanes during the morning peak, providing a high quality service via bus. The authors describe the busway concept and its various components, and summarize the requirements of the key stakeholders. They detail the analytical process, data availability and confidentiality issues, and the modeling tools used in the evaluation. The authors note that because the BRT is intended to carry both buses and other high occupancy vehicles (HOV), there were issues regarding who would fund the busway and to what extent. The authors focus on the issues that the transportation industry needs to consider when analyzing proposals that have a significant public transportation component.
