Empowering MPOs: Four Critical Elements
In this article, the author suggests that empowering Metropolitan Planning Organizations (MPOs) requires that they meet four essential tests. These tests include: 1) creating and maintaining effective partnerships with local, regional and state agencies; 2) preserving and enhancing existing transportation systems; 3) using the transportation system as a place-making tool; and, 4) establishing a strong regional scenario. The author expands on each of these subjects, and states that MPOs must often balance federal and state funding, regulations and guidance, with the politics of local and regional land use objectives.
